COUNCIL MEETING MINUTES

September 9, 2015

 

Council Members Present: Mayor A Arnspiger, Councilors: Bill Beard and Sheila Miller

Council Member Absent: Deona Siex

Mayor Arnspiger called the Council Meeting to order at 7:00 pm.

The Pledge of Allegiance was recited

Mayor A. Arnspiger turned the meeting over to Carla McLane from Morrow County Planning Dept. to explain the planning calendar in packet for the four or five planning projects coming before the council over the next for months. The five projects are: 1. October meeting, CUP for town hall and fire dept; 2. November meeting, UGB amendment for Neiffer and Cutsforth properties; 3.   November meeting, Cutsforth property zone change inside the city limits. 4. January meeting, Approval of Development Code Text changes for Public Use Zone. 5. Not scheduled, Waiting for application, Zone change for School Dist. property. Once we receive the application for school property we will schedule it for appropriate month. What Carla is asking from the council is approval of the calendar. What Carla and the planning department will help us with is the following; Notice to adjoining property owner lists and vicinity maps for each action; Where needed provide draft Department of Land Conservation and Development 35 day notice; Provide draft public notice and land owner letters for each action; and provide draft staff reports for each action.

All council members are committed to the calendar and schedule for the next 4 months.

 

Minutes of August 18, 2015    

Councilor B. Beard made a motion to accept the August 18 minutes as written, Councilor S Miller seconded motion, motion carried.

 

Approval of August Financials

Councilor B. Beard made a motion to approve August financial reports and reconciliation for August, Councilor S. Miller seconded motion, motion carried.

 

 

Approval of September Bills

Councilor S. Miller made a motion to approve the September bills, councilor B. Beard seconded the motion, motion carried.

 

Maintenance Report

Councilor B. Beard reported that the water meter for Victor Klinger is being installed. It should be completed by the end of the week.

 

Delinquent Accounts

There are 9 delinquent accounts in the amount of 480.04. All 9 accounts have been accessed a late fee. There are two on the list that raises concern, letters have been sent to both customers with a deadline for full payment or water will be shut off.

 

Fire Department Report

Fire Chief C. Sumner is not present. No report.

Fire Truck Sale, Councilor B. Beard reported they have located a ladder and hose for the truck, Bill sent the buyer an email about the ladder and hose but no response. Councilor B. Beard will send another email to the buyer.

 

Old Business

Boyer property; Recorder sent an email to Bill Wells, the surveyor, and Bill emailed John Boyer if he had ran it by his lawyers. No response at time of council meeting. Will continue to follow up with John Boyer.

CIS training, councilors need to get the CIS training completed as soon as possible.

New Business

FEMA Park, funding for the park has been received from Willow Creek Park District and Willow Creek Valley Economic Group, and the building permit has been received. Recorder will make contact with Jay Kiethley to get on his schedule. Councilor Bill Beard is donating fill dirt.

 

We had Brent Brosnan do some mowing and weed eating around town. Also Dick Turrell is interested in doing some work for the town. We will utilize the two of them.

 

Public Comment; Victor Klinger is not present for his public comment.

 

Mayor A. Arnspiger at 7:25pm called an Executive Session 192.660(2)(i)   To review and evaluate the employment-related performance of the chief executive officer of any public body, a public officer, employee or staff member who does not request an open hearing

 

 

 

 

 

Came out of Executive session at 7:40pm.

 

Mike Hammons is no longer employed at Town of Lexington. He has agreed to take a water sample for September. It was agreed to pay him for 1 hour of work.

 

Recorder will advertise in Heppner Gazette for a new maintenance person.

 

Rick Smith will be assisting with the Victor Klinger water meter installation.

 

Recorder K. McCabe had is annual review, he was given a 7% raise.

 

 

Being no further business, Councilor S. Miller made a motion to adjourn the meeting at 7:43pm Councilor B. Beard seconded the motion, motion carried.
