Council Meeting Minutes

October 10th, 2017



Council Members present: Councilor B. Beard, Councilor S. Miller, Councilor Deona Siex and Councilor Bobbi Gordon. 


Employees Present: Janette Eldrige, Eddie Dickenson


Volunteers: Fire Chief Charlie Sumner absent


Community Members present: Carla McLane, Edie Ball, Edith Papineau, Lorene Montgomery, Dorothy Edwards, Shirley McCarl, Dale Bates and Nate &Kasandra Kennedy.


Council meeting was called to order at 6:10 pm by Councilor Shelia Miller acting Mayor for the meeting.


Pledge of Allegiance was recited.

Carla McLane: Carla Asked Janette if the group was starting at ground zero, Janette states that the Council has had several conversations about the topic, with Morrow county Planning Department is here to explain the Buildable land inventory, so we are looking at housing and inventory of the housing, here in Lexington we did a zone change and are now doing something similar in Ione. Now it would help Lexington Carla explains that the county has put monies aside for the project and that our buy- in would be low, around $100 dollars. She would like all of Morrow County to participate, she asked the council if they will think about it and she would like to come back in December 12th perhaps with a MUO. Acting Mayor Shelia Miller states there is no sense in getting this done if we ask about the sewer system because that will make a difference because there are lots that are small. Carla states that the DLCD Grant could be used for this project, if there are training that you want to go you can those monies for that. If our question get answered then maybe.

Minutes for September, 2017: Councilor B. Gordon made a motion to accept the minutes Councilor Deona Siex seconds motion, and motion carries.  


Financial Report for September, 2017: Councilor Bill Beard made a motion to accept the financial report Councilor Deona Siex seconds and motion carries.


Bill’s for October: Councilor Bill Beard made a motion to accept the bills, Councilor Deona Siex second’s and motion carries.


Maintenance reports: we need to order more of the concrete boxes for the meters I only have one left, and we don’t have any more concrete lids, Councilor Bill Beard asked if we could even get the concrete lids any more, yes we can order them. There are 4 or 5 that need replacing. Acting Mayor Sheila Miller asked is that something we have two of on hand, we haven’t had any in years. The asphalt patch we put in on C Street is holding up great. I would like to order more of it, order it as needed, and or have a couple of them on hand. How much are the concrete boxes with lids, about $100 dollars for the set. We need more lids than liners. I think $ 110 is very reasonable to fix the well roof. Councilor Bobbi Gordon made a motion to fix the roof at the well, Councilor Bill Beard second’s and motion carries.

Delinquent Accounts: the highlighted ones are the ones who are always on the list, the second one on there have they contacted you yes they said they will have it paid in full by the end of this month. There last month’s bill was$ 299 they thought it might have been an error but when we read it this time it was a little over the base rate. I don’t believe there was anything wrong with meter.


Fire Department: Fire Chief Charlie Sumner absent, and maybe we might have a new member, Eddie is contemplating joining the fire department.

Old Business: Rebekah Lodge agreement, Edith Papineau we will pay for the electric for the water and the $45 dollars a month for the water, if its acceptable, if not then we will work on it. Acting Mayor Shelia Miller asked if any one has any thoughts, the valve need the electric to run the sprinklers, Edie states that the park looks wonderful absolutely  wonderful. It looks more inviting now we love that the sign was moved so now everyone knows it’s a park. Councilor Bill Beard made a motion to accept the Rebekah Lodge agreement the way it is and Councilor Bobbi Gordon seconds and motion carries. Wind wave Ordinance Janette she doesn’t have it done yet. It was suggested that we make a resolution to be fair, and charge the same percentage rate and a rate for ROW (right of way) so I made a resolution. 

New Business: DLCD grant someone just needs to sign it. Representatives from Heppner, Edie Ball and Dale Bates is one of our Council members has a grant proposal for the shared lagoon system, so we have some of our Council member in Ione to discuss this proposal with them tonight as well. To share a lagoon we will need a feasibility study done to see if it is practical for the communities, if there were shared lagoons there would be the benefit of cost sharing, we believe that it would enhance economic development, one of the objective is number 3 for Lexington an evaluation including cost for waste water system, this would address future waste water needs, location for a shared lagoon system, this grant is due on Friday. We will need to have an advisory committee for the two Towns we need to keep it small so they can bring the information back to the Council, and develop a RFP for the grant. The grant announcement would be in November, and then January is when we would need to start. Our study was $40,000 I am thinking that this one would be more, at least forty maybe a little higher. We like the study that covers that much the three city lagoons Ione has participated and expressed interest. Acting Mayor Shelia Miller thinks this will make a huge difference in Lexington, I want to thank you Edie for taking the time to put it all together. Amanda Wight is not here. Kasandra & Nate Kennedy we own the yellow house behind the min-mart I called Janette a few weeks ago and inquired about ordinance, we need to build a retainer wall, our neighbor two years ago dug out our property and it was beyond the property line and now there is no way we can utilize the rest of our property without a retainer wall to back fill all of the dirt anything over four feet will need to be inspected and a building permit, it will be permitted because it’s over the four foot. We have paid the $2000 to have a full survey done our property line is one foot off of his house. It is your property the retaining wall is on your property, Councilor Bobbi Gordon asked if they would need to fill out a land use app and pay the $25 dollar fee. This is considered a permanent structure, then you will need to get a land use app. Letters there are a couple of letters in here, have they been sent yes, did any one check the spelling first,  ok how about the second one, has any one replied back, no. Eddie went over there to do the sample he found every faucet has four lines off of it and he has a coy pond out back that is hooked up on a float system, we sent the first letter on January 20th of this year he responded he said he had a back flow at that time. Then he was contacted a week before we checked the back flows, that is when he said he has had his sprinkler system for 8 years and didn’t need one why now. I sent this letter on September 22nd 2017, send it certified and send on certificate of mailing that way the Town will be covered. Work day in the park we need to plan one there is only two of us, we need to schedule so we can get this grant take care of, October 22nd at 2 pm. We need to sign this contract and send it back to Burse; this is the one he sent us. There is a Resolution 17-9 that was read out loud by acting Mayor Sheila Miller and signed by the council.  Councilor Bobbi Gordon made a motion to adjourn and Councilor Deona Seix seconds and motion carries.
