Council Meeting Minutes

November 14th, 2017

 

 

Council Members present: Councilor B. Beard, Councilor S. Miller, and Councilor Bobbi Gordon.

 

Council Members absent: Councilor Deona Siex

 

Employees Present: Janette Eldrige, Eddie Dickenson

 

Volunteers: Fire Chief Charlie Sumner absent

 

Community Members present: Dorothy Edwards, Shirley McCarl.

 

Council meeting was called to order at 6:15 pm by Councilor B. Beard acting Mayor for the meeting.

 

Pledge of Allegiance was recited.

Minutes for October 2017: Councilor S. Miller made a motion to accept the minutes Councilor Bobbi Gordon seconds motion, and motion carries.  

 

Financial Report for October, 2017: Councilor Bobbi Gordon made a motion to accept the financial report Councilor S. Miller seconds and motion carries.

 

Bill’s for October: Councilor S. Miller made a motion to accept the bills, Councilor Bobbi Gordon second’s and motion carries.

 

Maintenance reports: I got a hold of Adam with Wight’s Electric he is willing to come up and do it, I haven’t been able to get anyone to respond to me. Wight’s plumbing has put a bid on it and I can’t even get any other plumber to talk with us in regards to a bid. The estimate is on the table he is requesting $4500 down to order the parts, have you talked to Burse, I haven’t been able to get a hold of him, when he calls me back I can give you a better idea of what he thinks. We need to get it done before the weather changes. That bid was submitted before we changed the reservoir location, at that time we need a lot more pipe, so I need to talk with him to see if the bid changes with less pipe. The pipe we need is 100 feet less now and the bid need to reflect that. Could you or Janette get a hold of us when we find out about the bid? We need to get this done before the weather changes and while he has the time. I would like to see that bid come down at least $3000 with less pipe and less labor, if he says no we will have to have a meeting. Councilor S. Miller made a motion to contact the plumber for an adjusted amount because of 100 feet less in piping and as long as the bid comes in at $7000 or under that we approve stating the project, and we approve the down payment to be made of $4500, Councilor Bobbi Gordon second and motion carries. We were unable to order supplies our visa Limit was not raised up $200. We don’t have the bid for the railing yet, did you talk to Blue mountain manufacturing up in Heppner? Talk with Gene he can help. Councilor S. Miller asked if the pipe could be use for the fence, it’s a little bit big it’s a four inch pipe; we could use them for the up writes. The tank is here.

Delinquent Accounts: all but one person paid their bills.

 

Fire Department: Fire Chief Charlie Sumner absent, we did some burning and repaired some lights.

Old Business: Windwave Ordinance I want you to look through them I will make copies for you, Councilor S. Miller asked if these were the old ones or new ones, new I took this to the lawyer office and he said to send them out to see what they say, expect some flack because they don’t want to pay that much, as far as I know they don’t even have permission to have it there. I need the Councils permission to mail them off. Windwave moved to Boardman. It goes to the old school, MCGG and the County Shop and Century link. Councilor S. Miller asked if they were two different companies and if we would be getting fees from both of them no we would only be getting one fee. Have you sent this out to WCVEDG yes I have she said good job one grant completed, and I am working on the other grant for December that’s when our deadline is.

New Business: Flag pole for the Fire Department Johnny Edwards asked if we could put up a fire siren instead, for $7000 dollars we should be able to get siren and a pole. Is there money in the Budget for a siren? The flag pole can be ordered from Home Depot $196 it said free shipping Councilor S. Miller made a motion to purchase the flag pole form Home Depot $196, Councilor Bobbi Gordon seconds and motion carries. David Yost meter, first it needs to be brought before the Council and there need to be a deposit of $500, I would like to have everything on one invoice From H.D Fowler for this project, it makes it easier to track that way. Morrow County Public works land use app Councilor S. Miller makes a motion to accept the county’s land use application and Councilor Bobbi Gordon seconds and motion carries. Benchmark report was due in 2016, Eddie and I have been going number crazy with this report, and Councilor Bobbi Gordon helped us with a spread sheet that will make it easier for us.  Garth Reid would like his tree trimmed. Eddie will you check and see if there is a power line close we might be able to have Columbia basin trim it. Is it city right of way or the state right of way? Then we might need to get a hold of the state.  Acting Mayor Bill Beard states we have had another complaint barking dog, Councilor Bobbi Gordon would like to bring up the kid who rides the motor cycle. We don’t have a dog Ordinance and if we did we have no way to enforce it. We had a dog bite and the person has been sited Lemons dog Willison bit Mr. Green. Councilor S.
