Council Meeting Minutes

January 23, 2017

 

 

Council Members present: Mayor A. Arnspiger, Councilor B. Beard, Councilor Deona Siex, and Councilor M. Sticka, Councilor S. Miller.

 

Employees Present: Rick Smith, Janette Eldrige

 

Volunteers: Fire Chief Charlie Sumner

 

Community Members present: Shirley McCarl, John & Dorothy Edwards, Steve Palmer, Larry Sticka.

 

Council meeting was called to order at 6:00 pm by Mayor A. Arnspiger.

 

Pledge of Allegiance was recited.

 

Oath of Office: Bill Beard, Deona Siex, Marcia Sticka, and Sheila Miller took their Oath’s of Office.

 

Note: if “Motion Carried” is stated, everyone approved.

 

Minutes for December, 2016: Councilor S. Miller made a motion to accept the minutes with corrections, Councilor B. Beard, second’s motion and motion carries.

 

Financial Report for December, 2016: Councilor B. Beard made a motion to accept the financial report, Councilor D. Siex second’s motion and motion carries.

Bill’s for January: Councilor D. Siex made motion to accept the bills for December, Councilor B. Beard second’s and motion carries.

 

Maintenance report:  Rick siad we passed our water test; Janette and I are trying to get a pickup in. Rick wants to start working on Grants for the Reservoir lining; he got information from Amy Word. There are some roads that I want to put gravel on. Councilor S. Miller said thank you to Rick for the Snow removal. The Back hoe where are you at with that, I have three leaky hydraulic lines that need replacing, and the lights I need about another hour to hook them up. I’m thinking I will be leaving in April or May.

 

Delinquent accounts: there is only one account that has not paid this month 001226, and we have someone refusing to pay their late charge.

 

Fire Department: we were lucky last year and only got called out on 4 fires and we turned down a pumper truck because it didn’t fit our needs, we went to classes 4 out of 6 of us any way most of the classes have been local Heppner and Ione. Councilor S. Miller asked about the fire siren, 500 dollars for the pole and I contacted Gordon’s electric about a bid but I haven’t heard back from them. Councilor S. Miller would like to get this project done before Memorial Day in May. Charlie can you burn the weeds down this spring at the FEMA Park.

 

Old Business: Councilor B. Beard feels we are getting more of a deal with Wilber Fletcher bid he will bring a tank and exterior and interior. Rick Smith is concerned about the pump, and water usage come summer time. How much water is used in a day in the summer? Ricks not sure. Please call Wilbur Fletcher and see if he will come to our February, meeting. Letters Morris & Shirley McCarl wrote a letter we need to do some more research and find out what can be done with Willow creek being cleared out Janette will make a couple calls, we don’t have the equipment to do what needs to be done. It was suggested to walk the creek from Dean Hunt’s house down. Kenny Davis have we had any response? No he never picked up the certified letter, I wrote another letter and sent it out last week, includes the underground sprinkler system, we have more authority about the water and backflow than anything else. This back flow problem can affect more than Mr. Davis we would need to send out letters to everyone who needs a back flow. Janette please contacts DEQ again. Councilor B. Beard is willing to talk with Mr. Davis.

 

Resolution 17-1: was read and there needs to be correction and it was signed.

Stephen Palmer/ land use app; we are looking at property in Lexington it is currently own by Richard Peck it is in a flood plain, we need to know if we can build on it, there was a single wide home on it at one time, we would like to know what we can put on it. Mayor Arletta Arnspiger yes you need to start here Bret Cook is the building inspector, he can help with the foundation and help with the flood plain and the Oregon state laws, I think that would be where I would start, are you wanting to build a stick built home, we are looking at a manufacture home and a stick built shop. We just need to know what we can do, talk to a contractor to see what needs to be done, and a surveyor. Ryan Miller might be able to help. Stephen please call Janette to let her know if you will be back for the next meeting. Janette will be gone to CIS conference on February 22-24 in Salem. Budget Janette has been working on the change from the first class and there is a second class in February on the 15th, I would like some in-put about the changes that we need to do, Mayor Arletta Arnspiger asks Janette to have some of those changes ready for the next meeting, and thank you very much for doing that. Councilor S. Miller would like to propose a grant committee to help with grant this would be somebody who writes grants we figure there needs to be 5 or 6 members for this committee, these grants would be state and federal grants, possibly the sewer system. What I need to know is if we are interested in having a grant committee, and is there anyone who is interested in being on the committee, what perimeters will be on the committee. I think it is a good idea do you need to have a person per councilor member. We still need to know how to form the committee.
