Council Meeting Minutes

December 12th, 2017



Council Members present: Councilor B. Beard, Councilor S. Miller, and Councilor Bobbi Gordon.


Council Members absent: Councilor Deona Siex


Employees Present: Janette Eldrige, Eddie Dickenson


Volunteers: Fire Chief Charlie Sumner present


Community Members present: Dorothy Edwards, Shirley McCarl.


Council meeting was called to order at 6:10 pm by Councilor Bobbi Gordon acting Mayor for the meeting.


Pledge of Allegiance was recited.

Minutes for November 2017: Councilor S. Miller made a motion to accept the minutes Councilor Bill Beard seconds motion, and motion carries.  


Financial Report for November, 2017: Councilor Bill Beard made a motion to accept the financial report Councilor S. Miller seconds and motion carries.


Bill’s for November: Councilor S. Miller made a motion to accept the bills, Councilor Bill Beard second’s and motion carries.


Maintenance reports: we need the boarding pipes so we can go across the road, we need those pipes so we don’t tear up the streets, and they are expensive $79.55 each I estimate we need 3.  Most of the streets are not that wide Councilor Bill Beard states we need to get a couple extra in case one brakes 5 would be the magic number, Councilor Bill Beard made a motion to order 5 pieces of drilling pipe, Councilor S. Miller seconds and motion carries. Eddie can order the pipe. Councilor S. Miller asked Eddie if we could mark these pipes and put them in side in the shop so we would know where they are and what they are used for. While we are on maintenance report we need to address Blue mountain Plumbing, Councilor S. Miller asked about the $300 dollar bid from Bailys it is for the railing at the park, Eddie said that not a bad price it would cost a lot more for him to do it, is that something we can add to our next grant, I don’t know, councilor S. Miller would like it added to the next grant. Riley only drop his bid $1000 Councilor S. Miller asked do we know how expensive the pipe is, he said it would take 3 weeks to a month to get here, we are under the gun we need to get this here and set up. Eddie suggested we order the pipe on line and see what his bid would be to set it up councilor S. Miller doesn’t think that will help. Councilor Bill Beard asked if anyone has gotten back with us and that’s a no. I think we are under the gun and we will have to pay that, so are we sending a check, yes, but will you ask him for an itemize estimate and when you receive that you can give him his check. What is the flat or pole mount that’s for the siren what all does it need to be installed just wiring and power and a control module down how far away can it be, we have an empty pole wright here, what about putting it on the shop, Councilor S. Miller made a motion to purchase a siren and put the siren on the shop Councilor Bill Beard seconds and motion carriers. Community member John Edwards asked why can’t we use the old siren and why it would cost more to hook it up, because it is three phase, it would cost about $500, we need to find someone to hook into the sheriff office, they send out a signal and the siren responds. Maybe it is best to go with the new one because technology is always changing. Flag pole what are your plans for it, we don’t care where it goes just get it up, I want it off my agenda.


Delinquent Accounts: only two haven’t paid and one I think will be problematic and that’s because they lost their home.


Fire Department: Fire Chief Charlie Sumner present, we can drop a couple of the fire department staff off, I took two of them off last month Andrew Bara and Robert Baily, and my problem is that I haven’t been able to put Eddie on the insurance. I will handle it. We need to send Eddie out for training, so he might need to miss a day of work to do the training. Dorothy Edwards asked can a person be a paid employee for the Town and be on the volunteer fire department as well, I don’t know the answer to that.


Old Business:  Siren for the fire department, we already covered that. Benchmark report we sent it in to the state on 11/21/2017, yes they did ask for additional information so we need to add extra pages, but now we are in compliance again. Thank you Bobbi and Eddie for your help. WCVEDG grant, I would like to send this off as soon as possible so that we are in compliance Councilor Bobbi Gordon said she has made adjustments to it and has sent it to me via e-mail, hopefully I will get it this time. Acting Mayor Bobbi Gordon asked what happened with the grant that Heppner wrote, it was declined, but Edie contacted me and Ione and we are going to have a meeting on Dec 18th at noon, I would really like someone to be there with me, why don’t you ask Deona to go since it’s her lunch hour, to see if she could attend.


New Business: we need an up dated water shut off plan, we need an updated map that shows everything the shut offs, to the meters how many feet between them, pipe lines, the service and addresses to the service and the feet between each service. Letters there is only one and I asked for the monies to pay Fire hall loan. Councilor S. Miller suggest that Eddie, Janette and Bobbi Gordon be I the pitcher, Acting Mayor states Janette and Eddie are the employee lets have them in the pitcher. Budget time what are the needs for the Town, you need to think on this, and I have suggestions one we only have one lawnmower we need another one, also I would like to go to the CIS conference that is where I got some of the information I needed for the budget, February 27 thru March 2nd. Councilor S. Miller made a motion to send Janette to CIS Conference and have her book her room, Councilor Bill Beard seconds and motion carries.

Eddie asked if he could get a sub pump for the Town it made a big difference in the repairing the water line, Councilor S. Miller said it’s under you $100 limit get it. Councilor S. Miller made a motion to adjourn Councilor Bill Beard seconds and motion carries, meting Adjourn.
